Credit check: A swipe against stay-at-home spouses?

Eleven years ago, Gail Anderson left her job as a teacher to care for her newborn son, Ellis.

Today, five children later, the 35-year-old York mom's career includes "constant cleaning, laundry, cooking -- the whole deal," she said.

"It's definitely a job."

But the Federal Reserve disagrees, according to critics of a new law that restricts stay-at-home spouses with limited or no income from obtaining credit cards of their own without a co-signer.

The issue stems from the CARD Act of 2009, intended to stop financial firms from preying on college students unable to pay bills. It took effect Oct. 1 and requires credit card applicants to prove they can afford payments using their individual resources, not a household income.
